sdm: Handle exit condition for disable rotation animation - Trigger framebuffer refresh when the animation ends, without which stale content is shown on external. - Don't cache layer info when animating flag is set. Change-Id: I8a83d0fd25e9d2a54b9aaf933e6f6fcd8993825b Crs-fixed: 949263
