sdm: libs: core: Re-Initialize color-modes after boot-animation

Modes which are part of the /data partition might not be accessible
during the boot animation process since some of the android devices
implement data encryption. Default mode application has been moved to
boot animation complete. Though default mode is applied, modes are not
registered with colormanager and will not be part of colormanager
data-base. Change re-initializes color-mode parsing.
