sdm: Update PartialUpdate Interface - Adds Start and Stop methods to PU Intf. - Add Constraints to PU which contains enable/disable or cursor usage flags - The constraints are needed which handling generating ROI in presense of cursor layer. - Fixes the issue where the cursor layer failed the HW capability check but it was still used in generating the ROI for cursor partial update.
