sdm: Read downscale_compression capability from Rotator Newer Rotator H/W supports downscaling and compression concurrently, hence read "downscale_compression" capability from the Rotator caps. CRs-Fixed: 1093713 Change-Id: I00c01ce590d78bf868544e60d62ab9accf543120
