hwc2: Process active config change in ValidateDisplay api Process active config change in ValidateDisplay API as well. This is required in those cases where SetActiveConfigWithConstraints API call is followed by draw cycle having Validate and Present Display calls. Change-Id: I52227250e981544f97ce71ae8812f2d62d2967a1
