sdm: Avoid reading HWCapabilities multiple times. HW Capabilites were read every time the GetHWResouceInfo interface was called, optimize that by reading once and returning the stored values. Change-Id: I97e3d18cbca5100b9a058984829514a92e9d4e0c Crs-fixed: 1110264
