sdm: Support HDR Capabilites thru DisplayFixedConfig - Add HDR capabilities and panel brightness to the DisplayFixedConfig - In HWC1.5, remove hardcodings for HDR capabilities instead query it from SDM and populate accordingly. - In HWC2.0, support GetHDRCapabilities.
