hwc: Manipulate external display position for split and src split 1. Query the actual dimensions of external display and manipulate the external display position, if MDP downscale is enabled 2. Manipulate the external display position if Actionsafe dimensions are set for external display 3. Manipulate the external display position if external orientation is set for external display.
