overlay: Adjust decimation factor for left and right pipe. Adjust horizontal/vertical decimation factor for left and right pipe to the max of horizontal/vertical decimation factor of left and right pipe. Change-Id: I85055a469f18b07983b6ce73282b8eb83b6334cb
