hwc: Disable MDPComp for external UI layers if scaling is present. Fallback to GPU composition for the external UI layers if Actionsafe or WFD/HDMI downscale mode is enabled that requires scaling. Change-Id: Ie03da35e1c2e78434de00f92ad6c2e5073fc33b8
