sdm: Disable special handling for empty layer stacks A previous commit (82b06f49f8f2a7471381d5b68583407718495b81) introduced this handling to reduce blank time between bootanimation and splash screen - disable this handling. CRs-Fixed: 2336841 Change-Id: I08521321849420216a516e5ea12e75674d7c74cb
