hwc2: clear the pending refresh bit when not needed If there is a change in power state from Doze to other state, reset the pending refresh bit for the display as it is not needed. CRs-fixed: 2480475 Change-Id: I25674f530b8df1c53c6dac283c1c481bc186bfb0
