mm-video: vidc: Add support for encoder scaling Venus FW supports upscaling and downscaling. The supported scaling ratios are returned as part of session_init_done message. This change adds the scaling support for encoder. Depends-on: 435272 Change-Id: Ia27db8dfc94fc0a226aa3cf73e73dd462bdd42b2
