mm-video: venc: Convert slice size to bytes for video slice setting When OMX client sets the slice size, it is set in bits and video hardware expects this to be in bytes. Because of this incorrect value, we see bigger than configured slice size in output bitstream. Change-Id: I26ff2282c379fd473b600e36d5f3d765fd011b3b
