mm-video-v4l2: vidc: vdec: Add HEVC HW decoder support MSM8994 supports HEVC decoding through Venus HW. Hence adds the HW codec support in OMX component. Change-Id: I5425afec2080eb9a48597fe95d1ff4cf47bf2fa0
