IPACM: Fix IPv4 firewall not working issue For IPv4 firewall rule, IPACM does not need to switch IP address using htonl before sending to modem. While for IPv6 firewall rule, we need to do that switch. Change-Id: I3d9b4597c09fddeda2696b937f4443a2195fba07
