Allow implicit-fallthrough warnings in IPACM_Main.cpp. It will be a global error by default. Test: make checkbuild Bug: 112564944 Change-Id: Iae843ff17e0fcd5b84514d76dd6840106446305f Exempt-From-Owner-Approval: do not block on new warnings
