WifiHal: Remove Range Auto enable/disable in Nan Enable/Config APIs Ranging is moving from overall NAN configuration (Enable/Config struct) to session-specific configuration. Update HAL (partially) to build with new API - removes deprecated member initialization. Bug: 33821639 Test: integration (sl4a) tests Change-Id: Idc8dcb6f569df93abc7e72f7002082850a689340
