Wifi-HAL: Add length check for rb to mantain correct length If last write length is less compared to read index, the read length overflows. Added a check to avoid length overflows. CRs-Fixed: 2789895 Change-Id: Ieea770e315294c6b6b2af5e4b42460ba87db8b4a
