Wifi: Use wlan specific feature flag for value-added feature Automotive value added baseline is made on top of 'pure' AOSP, and not all components enables the value added feature, so use a WLAN specific AOSP feature flag 'TARGET_USES_AOSP_FOR_WLAN' for value-added feature.
