wifi: limit congestion report interval A big interval is meaningless for congestion events report. Also, it might lead to wrong percentage. So here limit interval to no more than 30 to match driver/FW's setting CRs-Fixed: 2916668 Change-Id: I2c84f63beafcf47d38f1052bfbf5a6ea92afff98
