Allow all devices to build the modemloader It's needed by all Samsung devices using the proprietary cpboot-daemon service, which applies to more than just the currently supported modems (e.g. Shannon and friends). Change-Id: I1f96f9b9926e12428cce9fa6976422c8eb53887e
