Check java.time.ZoneId and java.util.TimeZone consistency. Added test case which checks that their view on historical and future offsets is the same. Bug: 25413083 Test: atest TimeApisConsistencyTest Change-Id: I158e95551ff89f6b4a702ae6962096d075a93244
