Change broadcast ACTION_CONNECTION_ACCESS_REQUEST to be ordered. Making this broadcast ordered makes it possible to be intercepted before Settings get it. This is cruicial to Android Audo's use case and test automation. The previous change we put in: https://googleplex-android-review.git.corp.google.com/#/c/499135 was accidentally overwritten by https://googleplex-android-review.git.corp.google.com/#/c/503267 We are putting this change back in, and making similar changes for PBAP and HFP.
