Remove hidden API dependency of XmlUtils Add method skipCurrentTag(XmlPullParser parser) to bluetooth/Utils and use it instead of the one in XmlUtils. Bug: 145231375 Test: Manual Change-Id: Id88ebcc48e7feab82845ff5a698971151b22f07c
