Add keep.xml to keep string resources for spam. Without this rule, these string resources not directly referenced by code will be stripped out by Proguard. Bug: 80512860 Test: manual PiperOrigin-RevId: 199201142 Change-Id: I91ea90273051b6bb6fa57d116bfb037fc86c1a94
