Remove Dialer Backup and Restore Code We want to clean up all the Dialer Backup and Restore. This includes the existing Dolly backup code for settings/preferences (causes a crash) and the Hangouts K/V Backup (does not work). The idea is to just have a clean simple K/V backup and restore for dialer, which will be in a follow up CL. Bug: 64363054 Test: Manual. Builds successfully.
