Remove ability to enable/disable phoneaccounts (5/6) Enabling/disabling of phone accounts was only used for SIP accounts and is no longer necessary for the purpose it was put in. Bug: 17510811 Change-Id: I86187298b6f71e2315144dce5aa8e0672f7bbd7f
