Detect potential WindowConfiguration change at onApplyWindowInsets - Invoke onConfiguration when receiving inset changes - In Laucnher/RecentsActivity onConfiguration, additionally detect for windowConfiguration's rotation change; if Configuration stays the same, it'll be ignored.
