Fix bug where system shortcuts text size is set to 0 in MW mode. By default, the BubbleTextView sets the display to Workspace mode, which sets the text size to be 0 in MW mode. Bug: 37898830 Change-Id: I665611b9986f1025d54b7ddb80746d4016003313
