Recognizing running "prebuilt" launcher and manually built platform In scenarios like: atest NexusLauncherOutOfProcTests against the platform built from command line, and Launcher from the platform, we are not failing now, and @Stability treats it as a PLATFORM_POSTSUBMIT run.
