Still launch disabled item if we can't handle its click. See where ItemClickHandler#handleDisabledItemClick returns false for context. If we do not honor this return value, the framework will not show a dialog in response to attempting launch the item. Fix: 258232619 Test: Manual Change-Id: Ie3b112eea17caf0a84defb331133bda9f3add5b6
