Hide overview actions when focused task is not snapped - Overview actions is still click able when focused task is slightly off snap position and the alpha is between 0 and 1 - This is not desired and we should simply hide the actions when focused task is not snapped Bug: 199040817 Test: manual non grid and non-grid Change-Id: Ifda800fc4169a05c8128e7b3802d2ab4a5af4ae8
