Adds BubbleControllers to TaskbarControllers * BubbleControllers is optionally available (gated behind a flag). * The bubble bar controllers follow init & onDestroy after the taskbar controllers. * Adds the relevant views used by the bubble controllers to the transient taskbar layout.
