Update the workspace and background scale interpolators. The spec had a typo (EMPHASIZED_DECELERATE instead of EMPHASIZED_ACCELERATE). In addition, we're now using LINEAR for the background since the feel is smoother this way. Cleared with motion (simonroberts@).
