[CD Taskbar] Refactor TaskbarManager to store TaskbarRootLayouts in a map Refactor the TaskbarManager's existing usages of TaskbarRootLayouts to use a map, so that there can be a 1:1 relationship between TaskbarRootLayouts and TaskbarActivityContexts.
