Prototype tiny taskbar all apps. Makes the scrim opaque for phones so that it looks like the launcher phone all apps layout. Flag: com.android.wm.shell.enable_tiny_taskbar Test: Manual Bug: 341784466 Change-Id: I0352bf7c13c4ea0a5e1bdecf8b4573fd2008d44b
