Fix EBT helper initialization in LabeledSeekBar class Helper should have same lifecycle as the class itself. Also rearranges class to match up with standard Android class organization. Bug: 27674946 Change-Id: Ib2ab1e367d4ef1757321375bbb7e4c5f0dc8f46c
