[Settings] Add preference click metric log - Move the log point of onPreferenceTreeClick from DashboardFragment to it's super class InstrumentedPreferenceFragment for better coverage. - Write the preference click metric log in PreferenceController handling case in DashboardFragment which will skip super class's log point.
