Initial checkin for SmartNavSettings project The amount of settings infrastructure has become so large and encompassing it is time to add SmartNav's own Settings extension package. This bringup has strived for the concept of generalization. This allows for importing the SmartNav navigation suite with minimal intrusion and refactoring into other project custom settings.
