SnapdragonCamera: Add exposure lock flag to capture request. Add the exposure lock flag to the capture request as well. For burst captures, exposure was fluctuating between shots. CRs-Fixed: 1061989 Change-Id: I3a498161b4dd5400962c004254f3974a4ead3851
