Take all VPN underlying networks into account when migrating traffic for
VPN uid.

Test: Manually verified on device that stats from VPN UID are moved
appropriately based on its declared underlying network set.
Test: vogar --mode app_process --benchmark NetworkStatsBenchmark.java
