Fix hidden usage of networkCapabilitiesForType

After this change, tethering only support below legacy type:
  - TYPE_BLUETOOTH
  - TYPE_ETHERNET
  - TYPE_MOBILE
  - TYPE_MOBILE_DUN
  - TYPE_MOBILE_HIPRI
  - TYPE_WIFI
