Add Fast Pair provider simulator app to test_support.

This is a reference app to make sure the further refactoring
changes doesn't break the simulator functions. We will have
some changes inside test_support/fastpair_provider to expose
necessary check points for Mobly test scripts.

Test: m NearbyFastPairProviderSimulatorApp
Test: adb install -r -g ${ANDROID_PRODUCT_OUT}/system/app/NearbyFastPairProviderSimulatorApp/NearbyFastPairProviderSimulatorApp.apk
Test: adb shell am start android.nearby.fastpair.provider.simulator.app
