Skip adding SDK sandbox UIDs Pretend not to have SDK sandbox support, with a goal of making it so that SDK sandbox UIDs have no network access, particularly due to not being added to the restricted mode allowlist. Has corresponding fw/b change with same Change-Id. Tests not updated.
