Add QUERY_ALL_PACKAGES permission. Now that we're outside of the system, this is required to get (most of) the candidate intent resolutions from PackageManager. Bug: 206831012 Test: manual, in conjunction w/ ag/16331331 Change-Id: I4c5322f1b176a5c39f6eafa616e86ab7dbd9924a
