Re-evaluate when the network resumes

This is because the network is expected to be down when the
device is suspended, and if the delay timer falls back to
the maximum interval, re-evaluation will be triggered slowly
after the network resumes.

Test: atest NetworkStackTests:com.android.networkstack.com.android.server.connectivity.NetworkMonitorTest#testReevaluationInterval_networkResume \
