[BR03.2] Implement NetworkStack is-uid-networking-blocked shell command This is needed to test CM#isUidNetworkingBlocked API from CTS. Because CTS does not have enough permission to access bpf maps. This change also uses framework-connectivity.stubs.module_lib instead of framework-connectivity to use not-yet-released connectivity APIs.
