[ClientModeImpl] Connect when credentials change
After a user has changed the credentials on a wifi config while in a
disconnected state, trigger a connection attempt to the modified
network.

Test: atest FrameworksWifiTests
Test: Manual - while disconnected with the DUT's signal level below
the autojoin threshold, edit network config to correct the
password.
Verify that the device connects to the modified network.
