wifi(hal): Use @SystemApi IHwBinder.DeathRecipient HwRemoteBinder is @hide & most other java modules already use IHwBinder.DeathRecipient. Bug: 147392172 Test: Compiles, device boots up and connects to wifi networks. Test: Crash vendor HAL & ensured that wifi framework detected the HAL crash.
